Project Overview – EELTP

SC/ST & EWS (Women) Youth – Capacity Building & Skill Development in IECT

The Employability Enhancement & Livelihood Training Program (EELTP) is a nationwide initiative sponsored by the Ministry of Electronics and Information Technology (MeitY) and implemented by the National Institute of Electronics & Information Technology (NIELIT). This program is designed to empower 52,300 SC, ST, and EWS (Women) youth across 26 States/UTs by providing industry-oriented skill development training in the Information, Electronics, and Communication Technology (IECT) sector.

The primary objective of EELTP is to enhance employability and create sustainable livelihood opportunities for underprivileged youth by offering structured, NSQF-aligned technical training in emerging and high-demand technologies.

Year-wise Targets:

  • Year 1: 10,460 trainees
  • Year 2: 20,920 trainees
  • Year 3: 20,920 trainees

Category-wise Distribution:

  • SC: 40% (20,920 candidates)
  • ST: 40% (20,920 candidates)
  • EWS (Women): 20% (10,460 candidates)

Course durations range from 200 to 540 hours, as per National Qualification Register (NQR) standards.

Implementation Structure

  • NIELIT J&K as Nodal Centre
  • NIELIT Regional Centres across India
  • Accredited Training Partners (TPs) in each district

Each training centre must be NSQF-accredited by NIELIT and strictly follow the implementation guidelines, course structure, examinations, and reporting protocols.

Candidate Selection Process

  • Mobilization through local publicity & government departments
  • Online registration through NIELIT portal
  • Verification of Caste/EWS, Educational Qualification & ID Proof
  • Selection through a committee of NIELIT & Govt. representatives

  • Online & on-campus interviews
  • Career counselling

Financial Support

  • Funded through Grant-in-Aid (GIA) by MeitY
  • Total project cost: Rs. 90.92 Crore
  • Training Partner Reimbursement: 75% per certified candidate
  • NIELIT Regional Centre Share: 25%

Grievance Handling

All grievances are handled by the respective NIELIT Regional Centres. Policy matters are handled by NIELIT Headquarters.
