There are several major project activities being performed under the NPR Project. These include house listing by enumerator, scanning of NPR schedules, data digitization, biometric enrolment and consolidation, LRUR correction and validation, deduplication by UIDAI and issuance of AADHAR number, and consolidation of cleansed data at ORGI. There is also a proposal to issue identity/smart card.

Project Activities

Out of the above-mentioned activities, the first two activities, i.e.

1. The house-to-house data collection by enumerator and
2. Scanning of NPR Schedules have been completed.

Both these activities were directly undertaken by RGI. The first activity was carried out during Census Operations 2011. The second activity was carried out in the months following the census.
In the house-to-house data collection by enumerator, following details have been gathered by the designated enumerators by visiting each and every household:y household:

1. Name of the person
2. Name of the person as should appear in National Population Register
3. Relationship to Head
4. Sex
5. Date of Birth
6. Marital Status
7. Educational Qualification
8. Occupation/Activity
9. Name(s) of father, mother and spouse in full                                                               Data being captured by enumerator

Scanning of NPR Schedules

The NPR Schedule forms collected during the Census Operations 2011 have been scanned by RGI. A copy of a NPR form is shown in the figure below.

Data Digitization

NIELIT will be responsible for Data Digitization activities, which are being outsourced to private agencies (Managed Service Providers) selected through a tender process. MSPs for Data Digitization will convert the scanned NPR schedules into textual records.

 

 

 

 

 

 

 

 

 

 

Biometric Enrolment

​NIELIT will be responsible for Biometric Enrolment activities, which are being outsourced to private parties(Managed Service Providers) selected through a tender process. MSPs for Biometric Enrolment will collect the Biometrics of Indian resisdent so that the biometrics can be merged with the digitized records. The collection of Biometric Enrolment will take place throughout India, through biometric camp, wherein individuals verified on the basis of Census records, can register themselves and allow the capturing of their biometric details (the Iris of both eyes, and the fingerprints of both hands).

LRUR Correction and Validation

Individuals will get an opportunity to get any errors in their records corrected when the Local Register for Usual Residents is made available in specified offices. The citizens can point out the required changes while providing the necessary documentation for self-identification.

Deduplication, Data Consolidation, and Card Issuance

The data will be de-duplicated through a thorough process, and consolidated and maintained in data centres. A resident ID card with a UID number is expected to be generated as a result of these activities.
